So a 205/55R16 is a tire that is 205mm wide, 112.75mm (205x55%) high, on a 16 inch wheel. A 205/60R16 is 205mm wide, 123mm high, on a 16 inch wheel. Both of there tires can fit on a 16 inch wheel. Can I use 205 55r16 instead of 205 65r16? Like Glenn’s answer here, you simply can’t. You can’t just simply go down from the original 205/65 R16 tire/rim size to 205/55 R16, because the reduction in overall diameter of the two is too big (672mm to 632mm).
In this case, the overall diameter of a 215/60r16 tire is 26.16 inches, while the 215/55r16 tire measures 25.31 inches in diameter. This leads to a difference of about 0.85 inches, or approximately 3.3%. As this is slightly over the advised 3% limit, using a 215/60r16 tire instead of a 215/55r16 might not be suggested.

However, passenger cars don't have the same requirements as a race car. In the end, within reason, running a wider tire is a personal choice. I've actually moved to using a thinner tire (195/60R16 from a 205/55R16) to help with driving in the snow. It has also improved my gas mileage.
